Public Notice of Potential Funding for Water & Sewer

Notice of Project Planning Public Meeting

The City of Bronson will hold a public meeting on the proposed Clean Water State Revolving Fund (CWSRF) Project Planning Document, Drinking Water Revolving Fund (DWSRF) Project Planning Document, and USDA Rural Development Project for the purpose of receiving comments from interested persons.

The meeting will be held at p.m. on April 10, 5:00 p.m. at City Hall located at 141 S. Matteson Street, Bronson, Michigan.

The purpose of the proposed sanitary projects is to meet the requirements set by the Michigan Department of the Environment, Great Lakes, and Energy’s (EGLE) Administrative Consent Order (ACO). The ACO requires the City of Bronson to address a number of infrastructure needs and apply for financing through the CWSRF and USDA programs.  The purpose of the water projects is to replace undersized cast iron water mains that are beyond their design life and replace lead services to comply with Michigan Safe Drinking Water Act.

CWSRF Project:

Project construction under the CWSRF will include improvements on the wastewater collection system to address infiltration and structural issues, lift stations replacement, and wastewater treatment plant improvements. Project details and a map of project locations can be found in the Draft CWSRF Project Plan Document online at https://bronson-mi.com/ or at City Hall at 141 S. Matteson Street, Bronson, MI.

Impacts of the proposed project will include minor traffic disruption, potential for some dust and noise and removal and replacement of roadways and sidewalk in the areas of the lift stations.

The proposed project is estimated to be $24,006,000 with a 30-year term and interest rate of 1.875%. Impacts to user rates will be discussed at the public meeting.

USDA RD Project:

Similar to the CWSRF, the sanitary projects are also being proposed for funding thru USDA-RD with a 40-year term and interest rate of 2.25%. The Preliminary Engineering Report can be found online at https://bronson-mi.com/ or at City Hall at 141 S. Matteson Street, Bronson, MI.

DWSRF Project:

Project construction under the DWSRF program will include the replacement of roughly 19,930 feet of undersized water main and 837 water services throughout the City. A map of project locations can be found in the Draft DWSRF Project Plan Document online at https://bronson-mi.com/ or at City Hall at 141 S. Matteson Street, Bronson, MI.

Impacts of the proposed project will include machine excavation within the public right-of-way, removal and replacement of roadways and sidewalk, and turf restoration to all disturbed areas.

The proposed project is estimated to be $24,911,000 with a 40-year term and interest rate of 1.875%. Impacts to user rates will be discussed at the public meeting.

Written comments received before the meeting record is closed on April 10, 5:00 p.m. will receive responses in the final project planning document. Written comments should be sent to:

Brandon Mersman, City Manager at 141 S. Matteson Street, Bronson, Michigan.
